Members of the Parish Council are summoned to attend the meeting.
The public are welcome to join the meeting. Any member of the public who would like to speak shall contact Lysette Nicholls in advance by email lysette@southleighandhighcogges-pc.gov.uk and any oral submission shall be limited to three minutes.
The law allows the council’s public meetings to be recorded, which includes filming as well asaudio-recording. Photography is also permitted. As a matter of courtesy, if you intend to recordany part of the proceedings, please let the Chair know before the start of the meeting

2 | Election of a Chair and Deputy Chair, Review and approve Annual Accounts 2023/4, Approve AGAR Forms to be submitted to the Auditors |

5 | To approve the minutes of the previous meeting as being a true record of the proceedings – a copy having been circulated in advance to the Councillors |
6 | Opportunity for any parishioner to raise a matter of concern. This will not normally be minuted fully but issues that are raised and which the PC consider need to be looked at will be noted in the minutes and appear on next agenda. This is the only part of the meeting where members of the public are permitted to speak which will be limited in time and the Chair will determine how long each member of the public may speak for and each person shall not exceed three minutes

7 | PC Business & Accounts –
The draft accounts have been produced;
7.1 Resolution to approve the Annual Governance Statement 7.2 Resolution to approve the Internal Audit Report 7.3 Resolution to approve Accounting Statements in item 7.1 and 7.2
Draft Accounts and AGAR will be submitted to auditors if the above are approved.
If the above are approved, we will post a Notice of Public Rights of Unaudited Annual Governance & Accountability Return for Accounts Year Ended March 31st 2024. This will run from Monday 3rd June 2024 to 2nd July and be published on the website and placed on in the Parish Notice Boards.
New Banking arrangement discussion and Additional signatories to current bank accounts Payments to approve Future payments – VAT can be claimed back for both capital and incidental expenditure. In order for the Parish Council to do this, invoices have to be addressed to the Parish Council. The Village Hall has been doing this. Proposed resolution: For expenditure going forward anything more than £50 will need to be invoiced to South Leigh and High Cogges Parish Council so that PC can claim back VAT.

Planning applicationsMW.0057/24.Planning application by Oxfordshire County Council, for planning permission: North Western Extension to Gill Mill Quarry involving Mineral extraction including conveyor link to processing plant with restoration to lakes including amenity and conservation afteruses with permanent diversion of Windrush path and network of additional footpaths upon restoration at Land North West of Gill Mill Quarry, Standlake Road, Ducklington, Witney, OX29 7UD. The above application has been submitted to this council for determination. |
