PARISH COUNCIL MEETING Thursday 31st July 2025, 7:30pm

  1. Apologies and Councillors and not present. Introduction to the conduct of meeting – apologies received from Cllr Carl Rylett and Cllr Dan Levey, no response from our other councillor.

  1. Declarations of Interest – none

  1. To approve the minutes of the previous meeting as being a true record of the proceedings – a copy having been circulated in advance to the Councillors – approved unanimously, proposed CG, seconded JNM.

  1. Opportunity for any parishioner to raise a matter of concern. This will not normally be minuted fully but issues that are raised and which the PC consider need to be looked at will be noted in the minutes and appear on next agenda. This is the only part of the meeting where members of the public are permitted to speak which will be limited in time and the Chair will determine how long each member of the public may speak for and each person shall not exceed three minutes. – a parishioner reported a smell coming from Thames Water treatment work in Lymbrook Close, there is currently no flow in the Lymbrook, and there is discharge by manhole cover. CG & RSW to take on water testing, LN thanked RM for her efforts.

  1. Finance and payments to approve – (see appendix 1) approved, proposed CG seconded JNM

  1. Updates and reports and / or info.

  • Traffic Calming Update – SID repaired, received back, data downloaded and now back in use. Was reset incorrectly with speed limit which will be corrected

  • Shore’s Green Update – can’t do a site visit, H&S issue. Ask for mobile no. to call on weekends for when traffic lights fail.

  • Conservation Area – final draft amendments by WODC have sent to be updated on the core document so we can progress to submission one completed, document will be submitted within 2 weeks, then to planning with WODC.

  • Flooding – council have cleaned pipes, LN to start writing to landowners in August – early September to remind them of their duties in clearing ditches.

  • Village Security Plans – nothing to report

  • Playground – RoSPA safety report and invoice received.

  • Local Plan / Neighbourhood Plan – Local Planning Policy Consultation closing date 6th August – LN read draft SLHCPC to the meeting – submission approved, proposed DU seconded CA, carried unanimously.

  • Twelve Acre Farm Solar Farm – nothing to report

  • Barnard Gate Consultation – Safety Improvement – proposed temporary barrier to prevent right turns at the junction for 18 months to collect data – disappointing that this only temporary which the Parish Council agreed with – there will be monitoring to see if there will be less accidents. Unanimously passed in support of this even though it is only temporary.

  1. Review of actions or discussions from last meeting – biodiversity survey, quote received to look at wildlife, fauna and flora, start in spring and then later in the year (no capacity before then), survey habitat and wildlife corridors, then survey other seasons, – try to engage children maybe as part of school project, i-spy sheets to fill in etc.

  1. Planning applications – none

  1. Opportunity for any County Councillor and / or District Councillor to update the Parish Council on any matter of relevance or concern –

  • Defibrillator running out of warranty, new ones cost £1000+, needs to be serviced annually, grants are available, pads need replacing at end of year, possibly get another one for (say) playing field.
  • Thames water flush out pipes every 6 weeks and use we believe 50,000 gallons of water and discharge onto adjacent land, concerned over the amount of water used when we are currently in hosepipe ban! LN to write to Thames Water.
  • Cogges Trust charity need a volunteer to replace the late DP, NB volunteered.
  • Dentist near me, is an organisation that offer info on which dentists take NHS patients, share their link on website.
  • Smoke free zone consultation, share on website.
  • Oxford City Council trying to get support for a single Unitary Authority in Local Government re-organisation, this could mean we could get included in Oxford City housing supply allocation! Decided not to respond.
  • Need to keep reporting potholes, if they are not repaired after a certain time they drop off the list!

County Councillor Report, July 2025

South Leigh and High Cogges Parish Council.

The hottest day of the year………..

A brief report this month. I hope people have been enjoying the weather, and are looking forward to our hosepipe ban.

The excessive weather – wetter winters and warmer summers – is a reminder of the effects of climate change.

The County Council has been recognised as the leader in addressing climate change by Climate Action UK https://news.oxfordshire.gov.uk/oxfordshire-tops-climate-table.

Buses

The new arrangments for the bus services to the north and south of Eynsham have now been resolved. West Oxfordshire Community Transport (WOCT) will be taking over the Standlake/Eynsham/Hanborough route. The timetable needs formally to be approved, and will then be made public, but it will be very similar to the existing one, with the exception of school drop off and pick up times. A school bus service will run from Standlake to Bartholomew operated by Culhams, without public subsidy.

It is a shame to see the end of First and Last Mile, who offered a fantastic service, run by volunteers. A combination of procurement rules and the need for new buses has resulted in this situation. Can I offer an enormous vote of gratitude to David Miles and the rest of the FLM team.

Roads

The planning application for the HIF2 A40 bus lanes and junctions has now been submitted and validated and will be open for comment. We hope to have a planning decision in the autumn.

The Shores Green junction, to make the eastern Witney junction four-way is ahead of schedule. Among many benefits, there will be a cycle route into Witney that goes round Oxford Hill instead of over it. Plus we should see less traffic using Lower Road to get from the A44 to the A40. As you can see from the picture above, I have been on site to talk to the construction team.

You may have seen the gulley clearing happening around the county. It is part of our commitment to restore annual clearing, from the previous and inadequate once every four years. You will also see work to restore road surfaces. Apologies for the delays that may happen while this work is going on.

The Road safety team have come up with a plan for Barnard Gate that will make right turns unlawful. Not surprisingly, some local residents aren’t happy with this, and others would like a more drastic intervention.

Eynsham LCWIP

The next stage of the development of the Eynsham Local Cycling and Walking Plan was a meeting earlier this week for the key stakeholders to examine the key mapping and comment on it. Eynsham PC, and other local parish councils and other groups were invited. Although improvements will require budget, and may not happen immediately, having a plan for the places that could be made better is a key step in the work.

The LCWIP includes links to the villages close to Eynsham, including South Leigh.

Consultations

Consultations open at the moment include those on the Temporary Congestion Charge, Local Government Reorganisation and changes to Household Recycling Sites (including Dix pit).

As you would expect, I support each of the things that the County Council is proposing, including a single unitary authority with key decisions taken at a locality level, and would like to hear your views. We are working hard on how best to ensure that there is a role for Town and Parish Councils which reflects that local knowledge and local activity often produces the best results for residents.
